E-health is closer to becoming a reality in Italy with the Data Protection Authority's approval of a decree which sets out the requirements for electronic health records systems.

The authority previously set out stringent requirements for electronic health records and health file systems in terms of the information to be provided to patients and necessary consent and security measures. However, the implementation of this system required technical specifications to be issued in a decree of the Council of Ministers, which the authority has now approved.

Poste Italiane has launched a new secure digital identity service designed to support e-government services and online payment activity.

The national postal operator in Italy said its new “posteID” service will provide a high level of protection for consumers in transactions on the Internet.

Confidentiality and security in the service are guaranteed by Poste Italiane, it said, pushing the trust in its brand.

Italy continues to lag behind the rest of the world in the uptake of online public services, with only Chile registering worse e-government uptake indicators. The OECD’s Government at a Glance report surveyed 20 of the world’s major economies and found that only 19 percent of Italians use the internet to interact with public authorities and use resources available online, compared with an OECD average of 50 percent. In fact, the figures in most EU countries are more than double the Italian rate, headed by France (61 percent) and followed by Germany (51 percent), Spain (45 percent) and the UK (45 percent).

On May 22nd 2013, the Italian Economic and Finance Minister published Decree No. 55/2013 to mandate the use of electronic invoices for any organization invoicing a public sector entity in Italy.

This mandate will be effective from June 2014 for specific entities like the Italian ministries, tax office, and the national security and welfare departments. All other public sector bodies must comply by June 2015. Once these deadlines have passed, the government will no longer pay invoices that do not meet its rules.
