Ein Urteil (in italienisch) des italienischen Verfassungsgerichts hat ein im Piemont erlassenes Gesetz bestätigt, das eine generelle Bevorzugung freier und quelloffener Software bei Beschaffungen der öffentlichen Hand vorschreibt. Gegen diese im März 2009 erlassene Richtlinie hatte die italienische Regierung geklagt, da sie wettbewerbsfeindlich sei, berichtet das Open Source Observatory and Repository (OSOR)der EU.

Since 9 March 2010, the preliminary version of the guidelines for the Public Administration websites has been available on the website of the Italian Ministry of Public Administration and Innovation. An online consultation on the guidelines will remain open for two months on the dedicated online discussion forum.

The guidelines are aimed at all the Public Administrations of Italy. They intend to initiate a process for the continuous improvement of the quality of the public websites.

Using open standards and open source is the best option for Italy's plans to modernise government, improve education and cut costs, says the Italian open source advocacy group Associazione per il Software Libero.

The Italian government presented its e-Goverment plans last week Wednesday.

With 'Piano E-gov 2012', minister for Public Administration and Innovation Renato Brunetta hopes to achieve the goals set out by the European Union member states in Lisbon in 2007 to modernise governments and increase competitiveness of the region. One such aim is to reduce by 25 percent the administrative burdens, by 2012.

On 19 February 2010, the Italian Council of Ministers approved the new version of the eGovernment Code proposed by the Ministry of Public Administration (PA) and Innovation.

Once the approval procedure has been completed, the new Code will be published as a legislative decree. This will launch the next step towards achieving a new, digital and simplified Administration within the next three years, in compliance with the E-Gov Plan 2012.

Umschreibungsanträge im Gebäudekataster können seit neuestem auch online übermittelt werden. "Damit machen wir einen weiteren Schritt hin zu einer möglichst unkomplizierten Verwaltung, die die Möglichkeiten des E-Government nutzt", so Landesrat Hans Berger. Wie die Online-Übertragung funktioniert, wird den Notaren und deren Mitarbeitern morgen, 13. Jänner, in Bozen erläutert.

Seit Anfang des Jahres ist der neue Online-Service der Landesabteilung Grundbuch, Grund- und Gebäudekataster aktiv. Er ermöglicht es, über das E-Government-Portal "Openkat" Umschreibeanträge im Gebäudekataster online zu stellen. "Die Vorteile dieses Systems liegen auf der Hand", so Landesrat Berger. "Man spart sich den Weg ins Amt, die Abwicklung erfolgt schneller und das Verfahren ist transparenter, nachdem sich der Antragsteller übers Netz über die Bearbeitung informieren kann", erklärt der Landesrat.
