    The Assistant Minister to the Chief Minister said in view of Kota Kinabalu moving towards smart city status, the use of satellite technology would be able to increase City Hall’s capability to better monitor and address issues.

    Urban environments are undergoing a structural transformation driven by data, connectivity, and digital infrastructure. As cities face mounting pressure from population growth, climate constraints, and resource limitations, technology is increasingly being deployed to improve operational efficiency and quality of life. Within this context, Smart Cities have emerged as a strategic framework for integrating digital systems into urban planning and services.

    At the core of Smart Cities lies the Internet of Things (IoT), enabling real-time visibility across infrastructure, mobility networks, and public services. By connecting physical assets to digital platforms, cities can optimize operations, reduce costs, and support more responsive governance. However, the implementation of Smart Cities raises complex technical, organizational, and economic questions that extend far beyond sensor deployment.

    SA: Al-Ula jumps 27 places in Smart City Index 2026, ranks 85th globally


    Al-Ula has recorded the highest improvement in the IMD Smart City Index 2026, advancing from 112th place in 2025 to 85th this year, placing it among the most improved cities globally.

    “The top three cities in this year’s ranking are Zurich (first), Oslo (second), and Geneva (third). Al-Ula jumped 27 places while Washington DC rose by 23. Big drops were seen from Bordeaux (down 19), Lyon (also down 19), and Ottawa (down 18, together with Shenzhen),” said the IMD Smart City Index official portal.

    New South African smart city with its own international airport


    A new smart city is being planned next to the Vaal River, alongside a new international airport expected to benefit residents of nearby municipalities, the Department of Trade, Industry and Competition said.

    Ho Chi Minh City aims to rank among the world’s top 50 smart cities by 2030. By 2035, it strives to become one of the three national-level smart urban operation centres, serving as a core hub for coordinating data, technology, and innovation nationwide.

    During the 2018–2025 period, the city implemented the project on “Building Ho Chi Minh City into a Smart City” alongside its Digital Transformation Programme.     At first glance, the streets of the Xiong'an New Area in North China's Hebei Province look clean and new, yet not particularly remarkable.     ZA: North West: Mokgosi to give update on provincial government’s digital infrastructure modernisation


    he North West Premier, Lazarus Mokgosi will on 8 April 2026, update members of the media on progress made towards modernising the provincial government’s digital infrastructure, following the recent approval of the Provincial Digital Transformation Strategy by the Executive Council.

    Mokgosi spokesperson, Sello Tatai said in his State of the Province Address (SOPA) in February 2026, Mokgosi announced that government will be implementing a number of digital transformation initiatives from 1 April 2026, this with a view to improving governance, strengthening service delivery and enhancing operational efficiency across the provincial administration. Tatai said Mokgosi’s update seeks to reinforce the provincial government’s firm commitment to using technology as a key enabler for development and responsive governance.

A.1 Berlin, Deutschland: Workshop zur Validierung von Zwischenergebnissen der Studie „Auswirkungen der Abgabe von Daten gegen Geldleistungen in der Verwaltung“ im BMI

Am 10. Juli 2015 fand im Rahmen der Untersuchung der "Abgabe von Daten gegen Geldleistungen" ein Validierungsworkshop im Bundesministerium des Innern (BMI) statt. In der Veranstaltung stellten Mitarbeiter des IfG.CC eine Methode vor, mit der Behörden die Effizienz der Datenabgabe gegen Geldleistungen analysieren können. Zur Anwendung der Methode wurde ein Erhebungstool entwickelt und präsentiert, mit dem die Behörden die erforderlichen Angaben einfach erfassen und das Ergebnis berechnen können. Ziel des Workshops war es, die Methode sowie die Handhabbarkeit des Erhebungstools zu überprüfen. Neben Vertretern des BMI nahmen Vertreter mehrerer Bundes- und Landesbehörden an dem Workshop teil, die Daten gegen Geldleistungen abgeben. Dabei wurden die bisherigen Ergebnisse und der methodische Ansatz weitestgehend bestätigt. Auf Basis der Hinweise wurden die Methode sowie das Erhebungstool weiter verfeinert und überarbeitet.

Das BMI hat das IfG.CC mit der Untersuchung beauftragt. Im Rahmen der Studie wird analysiert, ob und wie effizient die Abgabe von Daten gegen Geldleistungen ist. Hintergrund ist, dass eine Vielzahl von Behörden Daten gegen Geldleistungen abgibt, während andere Behörden Daten als Open Data kostenfrei zur Verfügung stellen. Zudem wird die Änderung des Informationsweiterverwendungsgesetzes (IWG) die künftigen Einnahmemöglichkeiten für die Abgabe von Daten weiter beschränken. Offen ist, inwieweit sich die Abgabe von Daten gegen Geldleistungen noch lohnt.

Der erste Entwurf der Methode, mit der die Effizienz der Datenabgabe gegen Geldleistungen untersucht werden kann, wurde auf Basis von Expertengesprächen und Literaturauswertungen entwickelt. Anschließend wurde die Methode in einem Pre-Test getestet und weiterentwickelt. Nachdem die Ergebnisse des Validierungsworkshops ausgewertet und die Methode sowie das Erhebungstool überarbeitet wurden, werden im Rahmen der Untersuchung fünf Behörden exemplarisch untersucht. Der Schwerpunkt der Untersuchung liegt auf der Bundesverwaltung. Allerdings soll die Methode auch auf der Landesebene anwendbar sein.

Die Untersuchung der „Auswirkungen der Abgabe von Daten gegen Geldleistungen in der Verwaltung“ wird im September 2015 abgeschlossen.

One-Stop-Modelle werden seit rund 20 Jahren für den öffentlichen Sektor diskutiert. Der tatsächliche Umsetzungsstand ist jedoch dürftig. Vielfach werden Lösungen implementiert, welche die tatsächlichen Problemlagen der Adressaten nicht treffen. An einem Vergleich der Lebenslage Geburt und Leistungen für Eltern eines Kindes mit Behinderung wird verdeutlicht, wie verschieden die Ansprüche an ein und dasselbe One-Stop-Konzept sind. Daher stellt sich die Frage, wie One-Stop-Government ausgestaltet sein muss, um den Bedarfen unterschiedlicher Zielgruppen gerecht zu werden. Weiterhin wird in dem Beitrag aufgezeigt, wie man zu problemorientierten Lösungen gelangt.

R.1 Viktor Mayer-Schönberger/Kenneth Cukier: Big Data: A Revolution That Will Transform How We Live, Work and Think. - New York: Eamon Dolan / Houghton Mifflin Harcourt, 2013. - 256pp.

We have always used information to make decisions, but there is a radical change taking place. Society is going from a constant shortage of data to a surfeit of information – and this upends everything. That’s big data. It ushers in three big shifts: more, messy and correlations (the book’s chapters 2, 3 and 4). First, more. We can finally harness a vast quantity of information, and in some cases, we can analyze all the data about a phenomenon. This lets us drill down into the details we could never see before. Second, messy. When we harness more data, we can shed our preference for data that’s only of the best calibre, and let in some imperfections. The benefits of using more data outweighs cleaner but less data. Third, correlations. Instead of trying to uncover causality, the reasons behind things, it is often sufficient to simply uncover practical answers. So if some combinations of aspirin and orange juice puts a deadly disease into remission, it is less important to know what the biological mechanism is than to just drink the potion. For many things, with big data it is faster, cheaper and good enough to learn “what,” not “why.”

A reason that we can do these things is that we have so much more data, and one reason for that is because we are taking more aspects of society and rendering it into a data form (discussed in chapter 5). With so much data around, and the ability to process it, big data is the bedrock of new companies.

The value of data is in its secondary uses, not simply in the primary purpose for which it was initially collected, which is the way we tended to value it in the past (noted in chapter 6). Hence, a big delivery company can reuse data on who sends packages to whom to make economic forecasts. A travel site crunches billions of old flight-price records from airlines, to predict whether a given airfare is a good one, or if the price is likely to increase or decrease. These extraordinary data services require three things: the data, the skills, and a big data mindset (examined in chapter 7). Today, the skills are lacking, few have the mindset even though the data seems abundant. But over time, the skills and creativity will become commonplace — and the most prized part will be the data itself.

Big data also has a dark side (chapter 8). Privacy is harder to protect because the traditional legal and technical mechanisms don’t work well with big data. And a new problem emerges: propensity — penalizing people based on what they are predicted to do, not what the have done. At the same time, there will be an increasing need to stay vigilant so that we don’t fall victim to the “dictatorship of data,” the idea that we shut off our reasoned judgment and endow in the data-driven decisions more than they deserve.

Solutions to these thorny problems (raised in chapter 9) include a fundamental rethink of privacy law and the technology to protect personal information. Also, a new class of professional called the “algorithmist” that will do for the big data age what accountants and auditors did for an era 100 years ago, when the cornucopia of information swamping society was in the form of financial data.

What role is left for humanity? For intuition, experience and acting in defiance of what the data suggests? Big data is set to change not only how we interact with the world, but ourselves. Read it, and please tell us what you think.

V.1 Münster, Deutschland: Vortrag beim Seminar „Führung und Management“ der DHPol zum Thema „Interaktiver Funkstreifenwagen der Polizei des Landes Brandenburg. Veränderte Arbeitsorganisation/Kompetenzen und die Konsequenzen für Führung und Management“ am 14. Juli 2015

Auf o.g. Veranstaltung hat Prof. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, vor angehenden Führungskräften der Polizei an der Deutschen Hochschule der Polizei in Münster zu Konsequenzen für Führung und Management aufgrund veränderter Arbeit durch IT-Einsatz referiert. Am Beispiel des Interaktiven Funkstreifenwagens der Polizei des Landes Brandenburg zeigte Prof. Schuppan zunächst auf, wie sich die Arbeit der Streifenbeamten verändert hat. Der Interaktive Funkstreifenwagen ist ein IT-basierter mobiler Arbeitsplatz für Streifenbeamte, der es u.a. anderem ermöglicht, direkt auf polizeilich genutzte Datenbanken zuzugreifen, ohne die Leitstelle anzufragen. Zudem steht den Beamten ein Laptop zur Verfügung, mit dem Vorgänge direkt elektronisch vor Ort erfasst werden können. Folgende Erkenntnisse machte Prof. Schuppan, basierend auf einer wissenschaftlichen Untersuchung, deutlich:
  • Die Arbeitsteilung zwischen Mensch-Mensch sowie Mensch-Maschine wird flexibilisiert.
  • Eine Informatisierung führt zu teilweiser Vorstrukturierung von Arbeitsabläufen.
  • Der zunehmende IT-Einsatz fördert eine Dezentralisierung von Aufgaben, was zu einer Verantwortungsdelegation führt.
  • Durch sich erweiternde Handlungsspielräume steigt die Flexibilität der Arbeit.
  • Es entsteht eine neue Art der Professionalität, die das selbstverantwortliche Umgehen mit IT integriert.
  • Die Erwartung an mehr Handlungs- und Entscheidungsfreiräume sowie Effizienzsteigerung durch IT-Nutzung erhöht die Motivation. Mangelnde Funktionalität von IT demotiviert entsprechend.
  • Durch die flexiblere Arbeitsteilung steigen Kompetenzanforderungen in den Bereichen Koordination, Kommunikation und Selbstverantwortung für das „richtige“ Umgehen mit IT.
Neben den durchaus positiven Aspekten des IT-Einsatzes, wie Flexibilisierung der Arbeit, erweiterte Professionalität und Handlungs-/Entscheidungsfreiräume sowie Motivationssteigerung sind auch durchaus kritische Punkte anzumerken. Dazu zählen die Abhängigkeit von Technik, die zunehmende Abwanderung von Wissen in Technik sowie eine mögliche De-Hierarchisierung mit Informationsüberflutung.

Insgesamt machte Prof. Schuppan in seinem Vortrag deutlich, dass der Einsatz von IT die Arbeitsorganisation und Kompetenzen von Polizisten verändert, was wiederum maßgeblichen Einfluss auf Führung und Management hat. Vor allem kommt es zu einer gewissen Abkehr von Hierarchie durch Entscheidungsabgabe „nach unten“, d.h. Führung auf Abstand mit dem Ertragen von Unsicherheit ist notwendig. Weiterhin kommt es durch Visualisierung der Streifenwagen auf einer dynamischen Karte im Leitstellensystem zu einer ressourcenbezogenen statt einer zuständigkeitsbezogenen Steuerung. Im Ergebnis bedarf es einer flexiblen Führungskompetenz, was nicht ohne weiteres gelehrt werden kann, sondern sich größtenteils im Arbeitsalltag angeeignet werden muss. Wirkungen des IT-Einsatzes auf die Polizeiarbeit jedoch sollten Bestandteil der Ausbildung polizeilicher Führungskräfte sein.



V.2 Die IfG-Prozessmanagement-Roadshow – Wir kommen zu Ihnen ins Haus

Schon seit Oktober 2014 richtet das Prozessmanagement-Team des IfG.CC in mehreren deutschen Städten eine Roadshow zum Thema „Sicherung von Fachwissen in Organisationen“ aus. Mit der bundesweiten Roadshow sollen auf der Grundlage der bisherigen Projektergebnisse Unternehmen und öffentliche Verwaltungen einen Einblick in Möglichkeiten und Methoden der Wissenssicherung erhalten. Das wird zunehmend wichtiger, da sowohl durch Stellenwechsel als auch verstärkt durch die demografische Entwicklung Mitarbeiter die Organisationen verlassen und so notwendiges Wissen verloren geht. Sowohl Unternehmen als auch Behörden benötigen daher Lösungen und Konzepte, um die drohenden Wissensverluste aufzufangen.

Die Roadshow-Veranstaltungen sind als Workshops angelegt. An Praxisbeispielen erarbeitet das Prozessmanagement-Team des IfG.CC gemeinsam mit den Teilnehmern verschiedene Möglichkeiten zur Wissenssicherung. Partner der Roadshow sind Kommunen, verschiedene Industrie- und Handelskammern sowie eBusiness-Lotsen aus dem eKompetenz-Netzwerk der BMWi-Initiative „Mittelstand Digital“.

W.1 Geschäftsprozessmanagement leicht gemacht - Einladung zu einem Workshop in Potsdam und Hannover

Der demographische Wandel stellt die öffentliche Verwaltung vor enorme Herausforderungen:
  • Wie können mit immer weniger Personal die anfallenden Aufgaben in besserer Qualität bewältigt werden?

Gemeinsam mit der Datenzentrale Baden-Württemberg in Stuttgart haben wir einen kostenpflichtigen 2-tägigen Workshop entwickelt, der an einem Beispielprozess unser Vorgehen von der Erhebung eines Ist-Prozesses über seine Optimierung bis hin zu seiner digitalen Implementierung vorstellt.

W.2 IfG.CC, Potsdam, Brandenburg, 27.08.: Prozesspriorisierungs-Workshop

Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.

Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.

Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. 2. Schwerpunktthema des Monats/Key Issue of the Month:
"E-Government in Australien / E-Government in Australia"

Bereits seit Mitte der 90er-Jahre wurde E-Government als Organisationsansatz in politische Programme und strategische Ansätze Australiens aufgenommen. Die australischen Behörden auf Bundes- (Ebene des Commonwealth) sowie Landesebene (Staaten und Territorien) zählten zu den internationalen Vorreitern im Bereich E-Government.

Das Parlament Australiens hat kürzlich ein Gesetz verabschiedet, das es ermöglicht, bei der Einreise in das Land biometrische Daten von Besuchern und australischen Bürgern zu erfassen. Im Gesetzentwurf selbst ist nicht festgelegt, welche biometrischen Daten erfasst werden sollen, in der Begründung zum Gesetz werden aber "Gesichtsbild, Fingerabdrücke und Iris" benannt.

Ein weiteres wichtiges Thema ist die Gesundheitsversorgung. Australien war eines der ersten Länder weltweit, das sich intensiv mit dem Thema eHealth beschäftigte. Über den nächsten Schritt –mHealth, d.h. mobile Gesundheitslösungen – wird aktuell debattiert. In einer Studie von Frost & Sullivan wird festgestellt, dass in diesem Bereich noch erhebliches Wachstumspotenzial besteht. Bisher werden Applikationen von den Anwendern vorwiegend dazu genutzt, Daten aus Sport- und Wellness-Aktivitäten zu erfassen und zu analysieren; für die Überwachung des Verlaufs und der Behandlung bei chronischen Krankheiten sind erst einige Pilotprojekte aufgesetzt. Die Durchsetzung von elektronischen Gesundheitslösungen insgesamt wird oftmals durch mangelnden Datenaustausch und die fehlende Kommunikation zwischen den beteiligten Akteuren (u.a. Hausarzt, Pflegepersonal, Pharmazeuten, Notärzte) behindert. Schätzungen gehen davon aus, dass ca. 230.000 Personen pro Jahr in Australien in Krankenhäuser eingewiesen werden müssen, weil ihre Medikation nicht stimmt bzw. weil Medikamente verordnet werden, deren Wirkungen sich gegenseitig negativ beeinflussen. Ziel sollte es sein, die Datenbanken und Informationssysteme so zu vernetzen, dass Informationen problemfrei ausgetauscht werden und so die Potenziale von eHealth tatsächlich ausgenutzt werden können.

Australia's Parliament has passed a law that will make it possible to collect biometric data, from citizens and visitors alike, at the nation's borders.
The Migration Amendment (Strengthening Biometrics Integrity) Bill 2015, an amendment to the Migration Act of 1958, is explained as an effort to “streamline seven existing personal identifier collection powers into a broad, discretionary power to collect one or more personal identifiers from non-citizens, and citizens at the border.”

2.2 Is Australia ready for mobile health?

Mobile health can be an effective tool to address Australia’s healthcare challenges, however, adoption is fraught with obstacles and continues to be skewed towards consumer ended offerings, research analyst firm Frost & Sullivan said in a report.

A key issue is access to timely and, which it says can potentially be addressed by enhancing and improving communication between providers and patients using mobile health (mHealth).

The research firm estimates that almost 15 million Australians are connected through a smartphone and the market was worth $1.4 billion in 2014. It is projected to rise to $2.18 billion in 2019 at a compound annual growth rate (CAGR) of 9.3 percent during this period.

2.3 Slow progress on e-health causing medication misadventures

The hospitalisation of thousands of people each year could be prevented if their health providers shared information electronically, but they can't because their software systems do not talk to each other.

About 230,000 people are admitted to Australian hospitals every year as a result of medication misadventures.

The federal government's top advisor on e-health said poor communication between nurses, GPs, emergency staff, pharmacists and other health professionals resulted in thousands of preventable hospitalisations and deaths because patients were doubling up on medication or taking the wrong drugs.

Steve Hambleton has called on the IT companies contracted to work on the billion dollar national health database to make their messaging systems compatible, or the government's $500 million dollar e-health scheme cannot move forward.

2.4 Health e-record opt-out trials to cost $51 million

Price tag for million-person experiment revealed.

The Department of Health has revealed it expects trials of opt-out electronic health records to cost $51 million over the next four years.

Health received a pool of $485.1 million in the 2015 budget to pay for a renewed push to create personal electronic health records, which has been rebranded My Health Record.

The government revised its approach to the rollout of health records in the aftermath of Richard Royle’s investigation into the lower-than-expected take-up of the former PCEHR.

The budget allocation will pay for the continued operation of My Health Record and the transition to new governance arrangements following the abolition of NeHTA.

It will also fund trials of a new opt-out approach to onboarding patients, after the Royle review advised that waiting for consumers to sign up for their own records under the existing opt-in policy was leaving the e-health capability underutilised.

2.5 New South Wales: New Centre for PS data

In an Australian first, the State Government plans to establish a whole-of-Government Data Analytics Centre.

Announcing the plan, Minister for Innovation and Better Regulation, Victor Dominello (pictured) said data was one of the greatest assets held by Government, but when it was buried away in bureaucracy it was of little value.

Mr Dominello said a specialist Steering Committee would be advising on the establishment of the Centre and an industry Advisory Body would assist in guiding its ongoing work.

He said the Steering Committee would include NSW Privacy Commissioner, Elizabeth Coombs; NSW Chief Scientist and Engineer, Mary O’Kane; NSW Customer Service Commissioner, Mike Pratt; and NSW Information Commissioner, Liz Tydd.

2.6 ‘We’ve got people in call centres, almost none of the data is used’

There are no quick wins when it comes to improving public services — technology solutions often fail when the organisational and cultural change is lacking. But the private sector has shown that when data is used well and non-CIO executives become champions, it creates a better customer experience and increased productivity.

While there are “pockets of excellence” within the public sector when it comes to using data to improve customer experience, there is a lot to be learned from the private sector in the way it has done the necessary organisational reform required to back up technology change, says IBM’s Murray Bruce.

4.1. Malta: Digital Agenda scoreboard - Malta strong in infrastructure, weak in digital skills

Malta has placed 12th in the digital agenda scoreboard of the European Union out of 28 countries.

The EU said that in Connectivity Malta is above the EU average. All Maltese households are covered by fixed broadband and all networks provide at least 30 Mbps. The take up of fixed broadband is well above EU average. By the end of 2014, the majority of consumers migrated to fast broadband services.

Nevertheless, Malta needs to improve its performance in mobile, the EU survey found. Despite the fact, that 4th generation (LTE) services were launched here, the take-up of mobile broadband is below EU average. This may be the outcome of the limited harmonisation of spectrum bands, the EU said.

4.2 Estonia: 10 million „e-Estonians“ by 2025!

E-residency rapidly gaining popularity Almost double the initial estimated amount of people have signed up to become e-residents of Estonia since the programme’s launch at the end of 2014.

According to figures released by Ministry of Economic Affairs, as of July, 3,816 applications have been submitted by people wishing to claim e-residency in the country. This is almost double the initial target of 2,000 officials hoped would sign up before the end of 2015.

There is rightfully a lot of hype around e-government. The application of analytics in the private sector has had a significant impact on our lives.
And, at first blush, it seems like a great idea for our governments to be more like Google or Amazon, using data and analytics to deliver improved services more cost effectively, when and where people need them.

5.1 India: Odisha: GIS-based Data to Speed up Planning

Collation of spatial (longitudinal and latitudinal) data and remote sensing would play a key role in development of mineral-rich and agriculture-based States. Resources such as minerals, land and water bodies can be identified at ease through global information system (GIS) mapping, said Chief Executive of Odisha Space Application Centre (OSRAC) Sandeep Tripathy.

Speaking on the significance of Odisha State Data Policy here on Monday, the 24th August, 2015, Tripathy said GIS-based information will speed up planning and decision making process. It would also prevent duplication of assets on records. After implementation of the policy, the State would have digitised information on its wastelands, forests, water bodies and mineral bearing areas, he added.

5.2 United States: How Telehealth Implementation Policies Vary Across the States

Telehealth implementation policies differ in the wide array of states across the nation depending upon each individual region’s laws. Legislation such as telemedicine payment parity laws and telehealth implementation policies differ in each state while every year brings more rulings and modifications for technology and medical device adoption throughout the healthcare industry.

Some of the key aspects of telehealth implementation policies that states have adopted include deciding on definitions, reimbursement regulations, and physician licensing requirements, according to the Center for Connected Health Policy’s report called State Telehealth Laws and Medicaid Program Policies. For example, there are differences between how certain states define telemedicine versus telehealth.

5.3 Philipines: DOST, DOH to scale up eHealth innovations for inclusive health

The Department of Science and Technology (DOST), through its Philippine Council for Health Research and Development (PCHRD) in partnership with DOH and other institutions, plans to deploy at least 100 more RxBox devices by the end of 2016.

This was revealed in the second eHealth Summit held during the recent National Science and Technology Week celebration at the SMX Convention Center in Pasay City.

RxBox is a device with built-in medical sensors capable of storing data in an electronic medical record, transmitting health information via the Internet upon the consent of the patient, and facilitating tele-consultations.

5.4 United States: California Plans Next Moves for Open Data

Experts discuss the uses of data, data legislation, and the potential for a state data “head honcho."

Efforts to bring open data into, well, the open have touched off widespread discussion as to just where the use of the information is headed, and whether there is a need for expanded oversight and state legislation.

With more government agencies taking on the task of looking at and publishing their data for all to see, technologists and officials are considering whether better defining rules of the game are the next natural steps in the progression.

5.5 Nigeria: Harmonising database will enhance e-governance, says Computer Society

The Nigeria Computer Society (NCS) has said the harmonisation of the national database is a right and fundamental step towards a functional e-government system.

In a statement on Sunday in Lagos, Prof. Sola Aderounmu, the NCS president, said it would assist in the fight against crime, when agencies draw data from the same database.

The News Agency of Nigeria (NAN) reports that President Muhammadu Buhari recently directed the Ministries, Departments and Agencies (MDAs) to harmonise the biometric data.

5.6 India: Digital India: Citizen Services Delivery

Technology enablement that will facilitate Government to Citizen (G2C) interactions can be hugely beneficial. But this can be made to work only if the processes are rationalized, a challenge that must be met and conquered. In the first two articles on Digital India, we looked at the program overview and the challenges in creating the broadband infrastructure to enable the whole program. Once the infrastructure is in place, the objective is to move the bunch of Government to Citizen (G2C) interactions online. That will make the experience better and reduce the pain of dealing with the unpredictable government offices. This Citizen Interface Layer of the program hinges on four pillars.

5.7 United Arab Emirates: Online service for UAE visas at ports

The Ministry of Interior, represented by the Naturalisation, Residency and Ports Sector, recently launched an online service to allow GCC residents and their escort to get their UAE entry permits (visas) via the various ports across the country, through the “Fawri” portal on the ministry’s website www.moi.gov.ae. These measures are in line with the Ministerial Decree No 377 of 2014, and in accordance with the required conditions and procedures.

Major General Khalifa Hareb Al Khaili, Assistant Undersecretary of the Ministry of Interior for Naturalisation, Residency and Ports, indicated that the new service comes in line with the Ministry of Interior’s keenness to keep pace with technology advances in order to expedite passenger movement at the various ports and streamline the visa issuance procedure for passengers before arriving to the country, ultimately saving time and effort for travellers.
